Hosts the new Railbound content and adds an optional dynamic-light hook. (/plugins/dynlight)

• Ships the Railbound cart and rail blocks and drives the train, fuel, coupling, and special-rail logic when the Railbound companion is installed (recipes gated by it; without it the blocks exist via /defcorelib give but aren't craftable and trains don't drive).
• Optional DynLight integration: a lit blast-furnace cart emits dynamic light via the DynLight plugin (no hard dependency; inert when absent). Moving mechanisms now emit their light at the block rather than the pivot.
