Full Recode, new features, and more!

This plugin was one of the first I ever made, so the backend for it was a mess. But, I've rebuilt it from the ground up, making it better and faster!

New Features:

• Per-item permissions for excluded items. You can now give people access to only specific items with cic.give.
• Dispensers are prevented from dispensing blocked items
• Bundles are now scanned for illegal items
• 26.2 support

Bug Fixes:

• Config no longer overwrites itself
• Moving an item from a container directly to the offhand now is now handled correctly
• All incomplete commands should now properly be handled (instead of just doing nothing with no message)
• Many, many more
