Chorusfix restores near-vanilla chorus plant behavior on Paper servers where chorus plant updates are disabled for custom-block plugins.

- Stopped synchronously cancelling chorus block placement, so Nexo, ItemsAdder, Oraxen, Exort, and similar chorus-based custom blocks can complete their provider placement flow even when they are not on vanilla chorus support.
- Kept ordinary unsupported chorus cleanup in the post-placement recheck, while provider-claimed and ignored carrier states remain protected from Chorusfix break/correction logic.
