Chorusfix restores near-vanilla chorus plant behavior on Paper servers where chorus plant updates are disabled for custom-block plugins.

- Fixed top chorus flower placement above side-connected stems so the unsupported flower no longer leaves the plant below in a protected
up=true,down=true,<side>=truestate. - Added bStats metrics for installed custom-block providers, Chorusfix runtime state, and unsafe provider-config diagnostics.
- Limited provider-config diagnostics to provider plugins enabled in the current server session, so stale Nexo/Oraxen config folders and unavailable ItemsAdder APIs no longer produce warnings when that provider is absent or disabled.
