Bug Fixes

• ChatControlChatEvent crash on chat: The API chat event was fired from the async chat thread (Paper 1.21+ runs chat off the main thread) but declared itself sync-only, so Paper threw IllegalStateException: ChatControlChatEvent may only be triggered synchronously on every message and flooded bugreport.txt. The event is now declared async, matching AsyncPlayerChatEvent semantics; it still fires correctly on servers with async chat disabled.
• /r conflict with EssentialsX: Private messaging is now disabled by default. New PM toggle in the config.yml "Private Messaging" section. When false, ChatControl releases /msg, /r, /togglepm, /socialspy, /ignore, /unignore, /ignorelist so plugins like EssentialsX own them and replies work again. When true, ChatControl owns them and warns on startup if EssentialsX is present (mixed command ownership was breaking /r replies: the reply state only tracks messages sent through ChatControl's own handler).
