1.2.2 - Hotfix: /r blocked by orphaned commands

Bug Fixes

• /r shows "/r " instead of replying (EssentialsX): PM commands are no longer declared in plugin.yml. When PM is false they are not registered at all, so EssentialsX owns /msg and /r again. The 1.2.1 approach (declared commands + unregister when disabled) stopped working on Paper 1.21.5+ because CommandMap.unregister was removed from the API: the executor-less ChatControl commands stayed in the command map, answered every /r with the plugin.yml usage string, and blocked EssentialsX from registering /r. When PM is true the commands are registered programmatically at runtime with the same aliases, usage and behavior as before.
