Bonfire - Chunk Claim

The permissions for the chunk command are now verified when executing the command, not only for displaying the subcommands. The player's permissions and attributes are now also updated when they teleport, and adding the owner of an adjacent claim now also allows world actions (like flowing water, spreading fire, growing trees, etc.) of that claim.
