bettersnowiersnow:reload. Allows you to reload the configuration without restarting your server - Added two new settings:
snowMeltPercentageandsnowMeltMinLayers. These two values will control how often snow will melt when not snowing in cold biomes (if noMeltInColdBiomesis set to false and the light level requirement is met) and the minimum amount of layers to leave after which snow will never melt. This will affect only snow layers
