Server-side relay that enables party progress sync for the Better List mod on Paper, Purpur, and Spigot servers.

- Fixed teammate target/head sync: PARTY_TARGET_UPDATE packets were dropped by the relay, so party members couldn't see each other's targeted items. They're now forwarded correctly.
- Party error/notice messages now carry a translation key so the mod displays them in the player's language.
Use together with Better List for Litematica 1.2.0.
