Proximity Optimized Vanilla

Changes:

• Title of the pack changed to be consistent
• Updated Vanilla Tweaks default pack
• Added MakeUp - Ultra Fast shaders as faster shader option
• Added Fullbright Mod that lets you toggle fullbright using a keybind
• Added Resource pack for ore borders specifically
• Removed fullbright and light levels resource packs since they did not do anything
