Tunnel chest loot no longer over-powered

Chests found in tunnels were rolling item stats far higher than they should — gear pulled from a tunnel near the start of a run could carry bonuses meant for the deepest part of the line. Tunnel loot now scales from the train's position the same way carriage loot always has.

• Tunnel chests near the start of a run now roll ordinary stats instead of end-game ones
• Tunnel and carriage loot at the same point on the line are now on the same power scale
• Tunnels already generated in an existing world keep their old loot — only newly generated tunnels are affected
