XPTP: Teleport using experience
Adds commands to teleport to places using experience levels, very configurable using the in-game command(s)

Further versions will include /tphere
There are currently few known issues
- Players teleporting to each other does not have an XP requirement
- Teleporting to locations (death/home) always costs a flat value of 1
- Configuration using
/xptp_configonly allows reading, modifying values doesn't do anything
