New features

• Fixed text "No waypoint currently saved" -> "No waypoint currently active" on /waypoint info for better wording
• Added new /spawn command as shortcut for /t spawn
• Added new /st command as shortcut for /t spawn
• Added new /sn command as shortcut for /n spawn
• Added new /rule [number] command that lists rules with description, this was requested as fast shortcut to read the rules quickly.
• Moved the URLs used by the mod to fetch data (staff & rules) in the mod menu. This change is mandatory in case we want to change the URLs to the official API (if ever released).
• Added BETA multi-language support (Currently supported English, French, Pirate) !Rule command !Mod menu !Modmenu in pirate language
