Hands Off My Block 0.1.0-beta3 What happened to beta2... nobody knows!

• MASSIVE fixes and additions! Including persistent data storage; marked POIs are now saved in the local world folder, read the comment in MarkedBlocksData for specifics
• Introduced ServerLevelMixin and ServerLevelTracker to access an individual world's data and keep data storage world-dependent. Also tweaked PoiManagerMixin and BlockAccessManager to utilize the new persisted data system.
• Moved Workstation HashSet to dedicated BlockSets class for organization and easier future NeoForge implementation
• Major HandsOffMyBlockFabric code cleanup
