Fixed:
Server crash when the world reached the Last Echo tier — the Citadel now builds gradually when players approach, instead of placing the entire structure at once. Potential crash on server join when EMC data arrived before the client world was ready. Minor: duplicate EMC sync packets no longer trigger redundant recalculation.
