Added Get Blocks and Get Crops search nodes. Get Blocks returns a whiteboard value with all positions within the requested region. Get Crops returns a whiteboard value with all positions in the region containing any block with the #crops block tag

Added a server config setting to disable the Prescient Candle and its associated logging, such as for performance issues on larger servers
