Optimize the transmission logic of /rtp
Fixed the issue where riding entities could not teleport after allowing teleportation during riding
Add the config.safeteleport configuration to find a safe location when teleporting with commands like /home, /grave, or /back, preventing getting stuck in walls if the teleportation point is blocked
