Fixed the issue where /tpatools needop did not grant OP permissions

All configuration files have been consolidated into the config/tpatools directory.

Adapted and tested for 1.20.x (1.20.3 and 1.20.5 do not support Forge)

Note: If updating the mod directly, please move the configuration files to the /tpatools directory.

修复了/tpatools needop更改op权限无效问题

将配置文件统一放入了config/tpatools里面

适配并测试了1.20.x（1.20.3和1.20.5不支持forge）

注意:若直接进行更新mod请把配置文件移到/tpatools下面
