Added /tpatool tpacdtime (for setting cooldown time)

Added /tpatool tpawaittime (to set the required timeout duration)

The wait time has been set to dynamic.

Modified portions of the language module code to allow for the addition of subsequent translation files (if needed, please send the translated JSON files to my email address; placing them directly in the lang folder will not activate them in commands).
