feat: add compass and map teleport selection
Let ordinary Nexus compasses teleport through a list-only interface, keep valid Nexus maps on marker-only selection, and add bounded map zoom and pan. Extend the module-owned Observer protocol semantics, runtime coverage, bilingual documentation, and release as TotemNexus 0.3.13.
