Tiered (Alternative Version)
An alternative version of Andrew6rant's Tiered fork where modifiers are now only applied when using the reforging table.

- Added block loot table and recipe for Reforging Station.
- Modifiers can now only be obtained through the Reforging Station. Crafted and looted items will no longer contain or generate with any modifiers.
- Added a lot more modifiers and heavily tweaked existing others.
