Tier IT 0.2.3 beta update

• Fixed FORTUNE_BONUS, LOOTING_BONUS, and DURABILITY tooltip placement.
• Reworked FORTUNE_BONUS into virtual Fortune levels: negative bands reduce existing Fortune, positive bands work standalone, and vanilla Fortune can stack with Tier IT Fortune up to effective Fortune VI.
• Reworked LOOTING_BONUS into virtual Looting levels for ranged weapons.
• Removed negative LOOTING_BONUS rolls and old final-drop post-processing; Looting now integrates with the vanilla entity loot pipeline.
• Added allowedBands support for group attributes, so modifiers can be restricted to specific power bands.
• Invalid archetypes now log config errors and are excluded safely instead of crashing the game.
• Preserved tiers through derived vehicle crafting, including boats to chest boats and minecarts to variants.
• Preserved tiers through smithing upgrades, including netherite armor upgrades.
