• Standardized Tier IT stat tooltip text.
• Positive stats are shown before negative stats in each tooltip section.
• Shield movement speed now uses the same local movement speed bands as armor.
• Normalized rolled stat amounts before saving.
• Reduced armor movement speed scaling.
• Retuned several tool archetype bands for Unique tools, Rare axes, and Unique hoes.
• MINING_EFFICIENCY now uses local integer bands modeled around vanilla Efficiency scaling.
