Tier It

Tier IT 0.2.0 beta update.

• Added Tier IT advancement tab with a visible progression branch.
• Added achievements for first tiered item, amethyst, item groups, rarity milestones, and full Legendary/Unique armor sets.
• Tooltip tier line now includes archetype names.
• Added local JSON config support in config/tier-it/, reloadable with /reload.
• Bundled data/tier-it/** files now act as mod-default config, while datapacks and edited local configs can override them.
• Added generated config-readme.md explaining config structure and common tuning use cases.
• Removed legacy tier pool/package fallback data and old Java balance fallback.
• Reforge costs now come from JSON instead of hardcoded Java tables. Improved config/datapack priority so unchanged generated local configs do not block datapack overrides.

Beta note: config schema, advancement flow, and balance values may still change during beta.
