New numbering system, first number refers to the version number, second refers to minor version. If I just update to the newest version or add/remove one or two mods I raise the second number. For a lot of mods and config stuff, the first number gets raised.

(1.3.0 had not been throughly tested before its release, Key binds were modified as were some mods and a little more testing of survival mode (as I often play creative) also removed Crafting Tweaks and Balm as I felt no reason to keep them)
