🧪 Compound V Controls

• Added a V Effects page to the Control Center with a toggle for hiding particles from V-related potion effects.
• Moved Keep Powers After Death from gamerules to the Control Center's Gameplay settings.
• Stale player V records are cleared when the player loads or before another Compound V dose is applied, so removed V effects no longer leave the record stuck at those checkpoints.
