UPDATE 0.9 (Despair Patch)

The Despair dialogue now plays once and doesn't spawn a wisp rain.
EVENTS

TEP events chance lowered, and now fake lag doesn't get logged in chat anymore (unless you're OP sometimes it breaks stuff)
