Tactical Jetpack
Adds a tactical jetpack with 8-directional thrusting, sticky bombs that grant speed boost on throw and stick to blocks/entities, fall damage buffer within 14 blocks, and speed boost with fall damage immunity during the effect

- Added tactical equipment Tiger Crouch Cannon
- Right-click to fire projectiles without block destruction
- Applies the Imbalance effect to hit mobs
- Added the Imbalance status effect:
- Prevents target from moving or using items,
- Sets all attack damage dealt by target to 0,
- Lasts for 5 seconds
