/toggle Update

The /toggle command has a lot of changes gotten.

• The Actionbar is now really in the actionbar.
• The Color new Supports fully RGB

/toggle color time "RRGGBB" 

• Changed the timer to a seperate color to change to
• Added a Toggle to Anable / disable the blacklist for toggle.json For better Understanding: If the toggle gets set to true, (enable blacklist) then every Item, is automatically added, but, if you write an item, inside of the toggle it gets then removed from it.
