- Added a toggle to have Arsonist keep the game going regardless of whether all civilians or killers are dead (false by default)
/stupid_express:config arsonist_keeps_game_going [true/false] - Fixed the arsonist win screen not showing up

Modifiers:
- Use the new HarpyModLoader assignment system instead of the original, should be around the same though
