Stats Surge 0.3 BETA

• Improvements to the Stats Upgrade Screen GUI and animations
• New custom popup for stat upgrades
• New dash stamina arc HUD for Agility
• Dash cooldown is now level-dependent: scales from 33s at level 5 down to 3s at level 20
• Dash cooldown is now server-authoritative and properly synced to the client

Note: This is a functional build but may still contain bugs. Feedback is appreciated on how the dash cooldown feels in multiplayer and any visual glitches with the new HUD.
