- Added the tag 'is_projectile' to 'bypasses_cooldown' to ensure arrows fired from rapid-fire crossbows are not affected by PHDI.
Fixes:
- Fixed the issue where the 'Marks-Crossbow' allowed slow movement while reloading.
- Fixed the issue where alloy equipment and alloy tools could not be enchanted.
