Sodium FPS Cap Fix
Adds an FPS cap textbox and removes Minecraft's 260 FPS ceiling. Works with or without Sodium.

- FPS values are now written only when settings are applied, so canceled Sodium changes stay canceled.
- Removed repeated options-file writes while typing in the FPS box.
- Made the custom FPS value file atomic and resistant to truncated or oversized input.
- Fixed interrupted and unlimited limiter transitions so shutdown cannot busy-loop and timing resets stay accurate.
- Tightened textbox state cleanup and null handling across every supported target.
