Fixed a bug that sometimes caused phantoms to spawn aggressive even when "Passive phantoms before the Ender Dragon" is enabled and the Ender Dragon hasn't been defeated yet.
Preparation for MC 26.2. This version will be flagged as 26.2 compatible once it releases, and will still work on 26.1.
