Raise the build height of any dimension. Only ever raises, never lowers, so other worldgen mods stay intact.

- Per-dimension build height, raised only, never lowered
- World Height button in the world creation screen with presets
- JSON config for servers and non-preset values
- Existing worlds keep the height they were generated with
/worldheight infofor diagnosing what other worldgen mods set- Detected baseline is written back to the config for reference
