Simple Wither Buff

Simple datapack that gives minor buffs to the wither, making it a bit more similar to bedrock edition

Changes

• Doubles withers HP 300 --> 600 (Same as bedrock)
• At half HP the wither does a second explosion and summons 3 wither skeletons (Same as bedrock)
