Simple Fast Happy Ghasts

Updated to pack format 101 for MC26.1 compatibility

Overhauled all logic from scratch making the pack simpler & faster
(and happier & ghastlier?)

• no longer contains any ticking functions
• now applies/removes the speed modifier with single tick accuracy (meaning you should no longer occasionally stutter when beginning to ride a happy ghast o7)
• the reload message can now be disabled by clicking it in chat :)
