Shock collar

Adds a new item called "Shock remote" that allows fine tuning of collars and, well, shocking.

Throw a bell, clicker and lightning rod on the ground to craft it.

Right click in mainhand to shock(will not kill or damage armor)

Rightclick in mainhand while sneaking to switch leashing distances (follow mode gives step height)

Hold in offhand to shock automatically

Hold in offhand while sneaking to recall players to a nearby armor stand

Ownership not implemented, will affect multiple players wearing a collar. Report bugs and suggest features in the discord.
