Improved internal compatibility handling for test-harness reflection across Minecraft targets.

Changes:

FeatureTestHarness now supports both legacy and current VeinMinerController#findVein signatures.
FeatureTestHarness now resolves applyPlan using createPlan return type when needed, with safe fallback logic.
Bootstrap now lazily initializes FeatureTestHarness instead of creating it during startup.

Fixes:

Fixed startup crash on Fabric and NeoForge caused by NoSuchMethodException for VeinMinerController#findVein.
Fixed startup crash on Fabric and NeoForge caused by NoSuchMethodException for VeinMinerController#applyPlan.
Prevented test-harness reflection failures from hard-crashing normal game initialization.
