Separation of Abilities

Adds the basic setup, with mixins and event listeners to disable various player actions.

Uses this configuration:

Ability	2 Players
Craft	First
Interact	First
Place Blocks	First
Destroy Blocks	Second
Hurt Entities	Second

(Greater amounts of players are not supported. With only one player, that player has all the abilities. The ability "Use Items" is not tracked, and everyone has that ability.)
