Scarborough Fair 0.1.3 expands the dimension and adds configurable pack controls.

Adds optional Aether-style start-in-dimension behavior, disabled by default. When enabled, new players start on a Scarborough Fair outer island and receive that location as their initial personal respawn point.
Adds common config toggles for overworld-style structure targeting, passive mob spawns, and hostile mob spawns.
Splits Scarborough Fair biomes into main-island and outer-island variants for cleaner biome targeting.
Adds configurable passive/hostile biome spawn injection.
Removes End City generation from Scarborough Fair.
Adds the return void hole behavior and improves terrain/world-rule tuning.
