Fair-Play Changes For Modrinth Verification

A new system where the mod STRICTLY requires the mod to also be present on the server via in-game packets. Previously, there was an unintended behaviour where you could use RiptideOutsideWater on servers that doesnt explicitly allow it, which is considered cheating.

The mod now depends on Fabric API. Old versions of the mod has been removed as they contain the specified disallowed behaviour.
