Respite Bench

New dependencies: Cloth Config (required) and Mod Menu (optional)

Added config menu with the following options:

• Flask: heal amount and drink time
• Bench: rest instantly, allow clearing potion effects, allow setting spawn point
• Respawner: ignore all spawn rules

Also added server sync whenever a player changes their config for this mod (admittedly very unnecessary, likely will be removed in the future).
