Available Reinforced Deepslate

It allows ordinary players to use the Netherite Pickaxe to dig and available reinforced deepslate.
And, reinforced deepslate has been added to the pickaxe's mineable list to increase the mining speed.

The data pack only for single world, the mod applies to all worlds.
