REI No Partial Recipes
Allows REI to display all vanilla recipes on servers that do not use REI.

Fixed some bugs like:
- Removing duplicates of cooking recipes (Furnace, Blast Furnace and Smoker).
- Preventing duplicates after reenabling vanilla recipes.
- Using REI's fillers to fill recipe displays, like REI on the server instead of own implementations. This fixes several problems, like armor trimming
- Added a warning after disabling vanilla recipes that a relog is required
