Added a tooltip ordering feature, this should force tooltips to stay in their correct default order and never be rearranged

Missing config values should now get re-added with mod updates/reloads

Added irons spellbooks integration, now spellbooks and staffs have their own quality catagory and reforging capabiltiies, this can be toggled via config
