Quality Equipment

-Updated to Minecraft 1.21.1

-Switched over to the NeoForge modloader

-Items in the reforging station's inventory are now rendered on the block

-Qualities are no longer part of the config

-Qualities can now be tweaked or added through datapacks

-Added support for reforging curios baubles

-Increased tooltip rendering priority to hopefully prevent other mods from hijacking qualities' modifiers
