1. Added Permanent Road Speed Feature

   • Permanent Speed Mechanism: Now you can gain speed bonuses on roads even without wearing enchanted boots.
   • Disabled by Default: Requires manual enabling in the configuration file.
   • Adjustable Rate: Supports free adjustment from 1.0x (no bonus) to 3.0x (200% speed increase).
