Enables close-by players to communicate with each other autonomously. Essentially a CustomPayloadC2CPacket over the mc server without any integration needed.

This is a quick port of 0.2.1 to MC 1.21.6. Should work, if it broke, tell me plese.
Highly recommended to use over 0.2.0 due to a nasty ID parsing bug!
