Proxi's Vanilla Ultimate

I thought it would be nice to make a small update to 1.21.1. It took some effort, but it means that people who want to run this on servers don't have to worry about the exploit. It also means some more mods can get updates so

• Updated Minecraft version to 1.21.1
• Updated Fabric version to 0.16.10
• Tweaked internal config of Pale and Stackable Potions to work on 1.21.1 (these were the only two incompatible mods left so I fixed them manually myself)

Work on the 4.0 update is going well. I'm targeting version 1.21.4, which means there are many mods left that need to update.
